The 'World Cities Day (WCD)' is the first international day initiated in the United Nations (UN) by China. Guided by the ultimate goal of 'Better City, Better life', it aims to rouse governmental and social attention to urban sustainable development.

Since the 68th General Assembly of the United Nations in 2013 when the resolution of WCD was passed, Chinese government have launched a series of forums and themed activities in cities both at home and abroad, including Milan, Quito and Guangzhou, revised and issued the Shanghai Manual actively popularized and promoted WCD in an endeavor to make it an important international platform to discuss issues related to urban sustainable development and implement the New Urban Agenda of the United Nations.

The WCD Theme Forum is set as a key WCD activity which delves into urban sustainable development. The first WCD Theme Forum were launched in the form of side event at HABITAT III conference in October, 2016 in Quito, Ecuador. It received high praise from all parties involved and attentions of the international communities.

In 2018, the 2nd WCD Theme Forum is to be held in Kuala Lumpur, Malaysia, the major venue of WUF9. Co-hosted by UN-Habitat, the Ministry of Housing and Urban-Rural Development of the People' s Republic of China and Shanghai Municipal People's Government, themed on 'Building Sustainable and Resilient Cities', this forum will be held in the form of a 2-hour networking event, on which officials and scholars from the world engaging in the related fields of urban sustainable development will be invited to deliver a speech. Participants of the WUF9 are also more than welcome to make their attendances because the conference hall is capable to accommodate as many as 150 people. The whole forum will be divided into two sections: the first half comprising openning remarks by host parties and keynote speeches by experts, the latter half being a panel discussion which will focus on 'implementation of New Urban Agenda and building of ecologically resilient cities'.
